ELICOS Standards 2018

PCBT’s General English (Beginner – Intermediate)- ELICOS has been approved!

ASQA has approved PCBT’s application for General English courses (Beginner – Intermediate)-ELICOS with the National standards 2018 for ELICOS providers and courses (ELICOS Course Standards) and requirements of Standard C1 – Mandatory requirements for course applications.

On January 17th, the regulator Australian Skills Quality Authority (ASQA) announced all English course providers have been instructed to update to the new ELICOS Standards 2018. This means that from March, 1st, 2018, no provider can enrol students in accredited English courses such as the Certificate III or Certificate IV in EAL with new commencements. As such, students who are currently scheduled to commence with the Cert III or Cert IV EAL after March 1st will need to do one of the following:
  • withdraw;
  • or change to commence any date between 3 Feb 2018 and 28 Feb 2018;
  • or change to other courses offered at PCBT (subject to meeting the minimum entry requirement for enrolment).
All current EAL students and those commencing before March 1st, 2018 will continue their Cert 3 in EAL as normal and no action is required.

Future Enrolments for English Courses:

We shall take the necessary steps as per ELICOS Standards 2018 and will update you once we are ready to resume enrolments for English courses with the commencements after 1 March 2018.

RTOs that are currently delivering English-language VET courses will no longer be able to enrol new overseas students in these courses from 1 March 2018.

In accordance with arrangements in the ELICOS Standards 2018, providers that are currently delivering English-language VET courses to overseas students will be permitted to ‘teach-out’ students enrolled on or before 28 February 2018.

Development and delivery of ELICOS courses requires the provider to meet the ELICOS Standards 2018, which differ significantly to the Standards for RTOs 2015. The ELICOS Standards demand a broad range of additional and higher requirements than the RTO Standards to ensure the quality of English-language instruction for overseas students (for example, in relation to resources, staff/student ratios, staff qualifications, library resources and more).

Providers currently delivering an English-language VET accredited course as RTOs who seek to continue delivering English-language instruction to new overseas students after 1 March 2018 will need to be registered for an ELICOS course that meets the ELICOS Standards 2018. This may require a provider to apply to ASQA as its ESOS Agency, and have that application approved, before enrolling any new students. A VET accredited course cannot be used for this purpose.
